Subject: Approved EDT Project No. 9-9 - Truck, Messenger, 3-Passenger.
To: Commanding Officer, Holabird QM Depot, Baltimore, Maryland.
1. References.
a. EDT Project No. 29-8 - Truck, Chassis, 4-wheel, 2-wheel drive, 1/4-ton capacity (Carrier - Machine Gun).

2. Objectives: The development of a suitable 4-Wheel, 2 rear wheel drive vehicle of light weight, open type, having a carrying and seating capacity for 3 passengers, for test in comparison with the 3-passenger motor tricycle, for use for the purposes for which the latter vehicle is required.
3. Facts bearing on the subject project:
a. The references contained in paragraph 1 a. to e. above, constitute practically the complete abridgment of the essential facts and data upon which this project is based.
4. Specific instructions:
a. The policy of the War Department to provide motor vehicles or general purpose use of the Army as produced and sold commercially, with the fewest possible changes to meet strictly military requirements, will be adhered to insofar as practicable in connection With this project.
b. Body, Provision will be made for an open type body consisting of a body floor and seats for three (3) passengers; a tog, body sides and doors are not required and will not be provided. If overhead protection from precipitation and sun is found to be necessary or desirable, an improved "fly" top, so designed that it can be readily attached or detached and folded or rolled up when not in use, may be provided.

Estimated time required: 6 months.
