Dear General Lynch:

Mr. Payne has asked me to write you with reference to his development of the Bantam.

While I was Secretary to the General Staff he came in with blue prints, drawings, plans, etc., and it seemed to me that he was continually advocating its adoption.  Beetle Smith, General Moore and General Marshall became interested through Mr. Payne's insistence, and so far as I known he is the papa of the Bantam - or at least his company is.
